Notwithstanding its pivotal role in the thought of Indian early grammarians, the exact mean‐ ing of the term śabda remains vague and hard to determine for an inexperienced student. The di culty is not simply due to polysemy or ambiguity. The ancient user of the term śabda seems entirely unaware of any distinctions within the semantic range of the word, taking its meaning for granted. The objective of the present paper is to investigate various contexts of the word in order (...) to elucidate its meaning as understood by Indian grammarians, with particular emphasis laid on the followers of the śabdādvaita school. Care after research is for participants after they have finished the study. Often it is NHS-provided healthcare for the medical condition that the study addresses. Sometimes it includes the study intervention, whether funded and supplied by the study sponsor, NHS or other party. The NHS has the primary responsibility for care after research. However, researchers are responsible at least for explaining and justifying what will happen to participants once they have finished. RECs are responsible for considering the arrangements. There are (...) ethical and practical issues, in particular when participants may wish to continue on the study intervention after the study. There are also various guidelines and legislation. The present article reviews the Polish-language edition of Gottlob Frege’s scientific correspondence. In the article, I discuss the material hitherto unpublished in Polish in relation to the remainder of Frege’s works. First of all, I inquire into the role and nature of definitions. Then, I consider Frege’s recognition criteria for sameness of thoughts. In the article’s third part, I study letters devoted to the principle of semantic compositionality, while in the fourth part I discuss Frege’s remarks concerning the context principle.

REC or Radical Enactive (or Embodied) Cognition (Hutto and Myin, 2013) involves the claim that certain forms of mentality do not involve informational content and are instead to be equated with temporally and spatially extended physical interactions between an agent and the environment. REC also claims however that other forms of mentality do involve informational content and are scaffolded by socially and linguistically enabled practices. This seems to raise what can be called a cognitive gap question, namely, how do non-contentful (...) behaviours give rise to contentful behaviours? In this paper, I show how REC can tackle a certain understanding of this question. I argue that if REC were to endorse claims made by the later Wittgenstein, then REC could deny that there is any (synchronous) gap in our intelligent behaviour. (shrink)

Investigamos o problema da continuidade entre (1) cognições básicas e (2) complexas, especificamente em relação à linguagem. Nossa hipótese é a de que visões contemporâneas da linguagem não inviabilizam necessariamente a abordagem bottom-up ― abordagens tipicamente enativistas. Primeiro apresentamos a posição de Daniel Hutto e Erik Myin (2013, 2017), representantes do Radically Enactive Cognition (REC), a qual assume o desafio da continuidade e identifica na linguagem o critério para uma distinção de tipo entre (1) e (2). Em seguida, estabelecemos a (...) posição Wittgensteiniana defendida por Moyal-Sharrock (2019), na qual a linguagem seria apenas mais uma habilidade de possível desenvolvimento para (1) e (2). Haveria, portanto, somente uma distinção de grau , não de tipo. Por mais que a avaliação de Moyal-Sharrock seja interessante no sentido de que parece evitar um ceticismo de continuidade (identificado por ela no REC), também encontramos problemas em sua visão. In this article we argue that the social value of health research should be conceptualized as a function of both the expected benefits of the research and the priority that the beneficiaries deserve. People deserve greater priority the worse off they are. This conception of social value can be applied for at least two important purposes: in health research priority setting when research funders, policy-makers, or researchers decide between alternative research projects; and in evaluating the ethics of proposed research proposals (...) when research ethics committees assess whether the social value of the research is sufficient to justify the risks and burdens to research participants and others. In assessing how far a proposed research project will advance the interests of people who are more disadvantaged, research priority setters and RECs should examine the diseases that the research targets and the type of research. Just as certain diseases impose a greater burden on people who are more disadvantaged, so certain types of intervention and forms of research are more likely to benefit people who are more disadvantaged. We outline which populations are likely to be representative of the global worst off and identify what types of health research, and which disease categories, are priorities for these populations. Hutto and Myin have proposed an account of radically enactive (or embodied) cognition (REC) as an explanation of cognitive phenomena, one that does not include mental representations or mental content in basic minds. Recently, Zahidi and Myin have presented an account of arithmetical cognition that is consistent with the REC view. In this paper, I first evaluate the feasibility of that account by focusing on the evolutionarily developed proto-arithmetical abilities and whether empirical data on them support the radical enactivist view. I argue that although more research is needed, it is at least possible to develop the REC position consistently with the state-of-the-art empirical research on the development of arithmetical cognition. After this, I move the focus to the question whether the radical enactivist account can explain the objectivity of arithmetical knowledge. Against the realist view suggested by Hutto, I argue that objectivity is best explained through analyzing the way universal proto-arithmetical abilities determine the development of arithmetical cognition. When discussing the safety of research subjects, including their exploitation and vulnerability as well as failures in clinical research, recent commentators have focused mostly on countries with low or middle-income economies. High-income countries are seen as relatively safe and well-regulated. This article presents irregularities in clinical trials in an EU member state, Poland, which were revealed by the Supreme Audit Office of Poland (the NIK). Despite adopting many European Union regulations, including European Commission directives concerning Good Clinical Practice, these irregularities (...) occurred. Causes as well as potential solutions to make clinical trials more ethical and safer are discussed. (shrink)

I advance the Radically Enactive Cognition (REC) program by developing Hutto & Satne’s (2015) and Hutto & Myin’s (2017) idea that contentful cognition emerges through sociocultural activities, which require a contentless form of intentionality. Proponents of REC then face a functional challenge: what is the function of higher cognitive skills, given the empirical findings that engaging in higher-cognitive activities is not correlated with cognitive amelioration (Kornblith, 2012)? I answer that functional challenge by arguing that higher cognition is an adaptive tool (...) of the social systems we are embedded in, therefore, it is not necessarily aimed at achieving better cognitive states. In order to do so, I suggest interpreting key insights from autopoietic enactivism through REC lenses. (shrink)

The future of health research will be characterised by three continuing trends: rising demand for health data; increasing impracticability of obtaining specific consent for secondary research; and decreasing capacity to effectively anonymise data. In this context, governments, clinicians and the research community must demonstrate that they can be responsible stewards of health data. IRBs and RECs sit at heart of this process because in many jurisdictions they have the capacity to grant consent waivers when research is judged to be of (...) particular value. However, several different terms are used to refer to this value, indicating a lack of conceptual clarity regarding the appropriate test for access to health data for research without consent. In this paper we do three things. First we describe the current confusion and instability in terminology relating to public interest in the context of consent waivers. Second we argue for harmonisation of terminology on the grounds of clarity, transparency and consistency. Third we argue that the term ‘public interest’ best reflects the normative work required to justify consent waivers because it is the broadest of the competing terms. ‘Public interest’ contains within its scope positive and negative implications of a study, as well as welfare, justice and rights considerations. In making this argument, we explain the normative basis for consent waivers, and provide a starting place for further discussion about the precise conditions in which a given study can be said to advance the public interest. The burden of research ethics review falls not just on researchers, but on those who serve on research ethics committees (RECs). With the advent of automated text analysis and generative artificial intelligence, it has recently become possible to teach models to support human judgment, for example by highlighting relevant parts of a text and suggesting actionable precedents and explanations. It is time to consider how such tools might be used to support ethics review and oversight. This commentary argues that with (...) a suitable strategy of engagement, artificial intelligence can be used in a variety of ways that can genuinely support RECs and manage their workload and improve the quality of review. It would be wiser to take an active role in the development of AI tools for ethics review, rather than to adopt ad hoc tools after the fact. (shrink)

The dynamics of migration in a globalized world are rooted in the theme of globalization, i.e., free movement of people and goods, and migration in Africa is a response to this. This paper approaches the dynamics of migration from the perspective of globalization and analyzes the themes, principles, impacts, and benefits of globalization. The analysis shows that notwithstanding the triggering factors of migration in a globalized world, globalization, directly and indirectly, facilitates migration in Africa. Regardless of the types of migration (...) and the status of migrants, the dynamics of migration in Africa is linked with globalization and its core theme of free movement of capital and cheap labor force. In this regard, the paper aims to examine the implications of the dynamics of migration in a globalized world for Africa which suggests that the merit and demerit analysis of globalization and migration has to be taken into account to which the African Union (AU hereafter), African states, and the Regional Economic Communities (RECs hereafter) should play significant roles. Over the last two decades, there was an upsurge of research and innovation in biotechnology and related fields, leading to exciting new discoveries in areas such as the engineering of biological processes, gene editing, stem cell research, CRISPR-Cas9 technology, Synthetic Biology, recombinant DNA, LMOs and GMOs, to mention only a few. At the same time, these advances generated concerns about biosafety, biosecurity and adverse impacts on biodiversity and the environment, leading to the establishment of Research Ethics Committees (RECs) at Higher (...) Education and Research Institutions dedicated to reviewing research with implications for biosafety and the environment. -/- These Biosafety and Environment Research Ethics Committees, referred to as EBRECs, are in the early stages of their establishment and formalisation, and there is much uncertainty about their composition, scope, procedures of decision-making and the principles that should guide their deliberations and assessments. In many respects, EBRECs are venturing into uncharted territory, facing a very wide range of complex research fields, far-reaching research practices and deep concerns new to Review Boards, raising the question to what extent EBRECs can fall back on the fairly well-established principles and procedures of RECs focusing on Human, Health or Animal research, and to what extent they need new or adapted principles and procedures. -/- Against this background, I set out to answer the following three main research questions in this thesis: 1. What is the current state of ethical principles for ethics reviews in the field of environmental and biosafety research ethics? Which principles are currently used in this context, and how? 2. What are the shortcomings of the current principles used by EBRECs and how can they be overcome? 3. What ethical principles must be adopted by environmental and biosafety research ethics committees and guide them in their decision-making? -/- In order to prepare the ground and set the scene for my discussion of these questions, I also formulated four supporting research questions: i. What is environmental research ethics in action? ii. What is biosafety research ethics in action? iii. How are environmental and biosafety ethics related to one another? iv. How should the guidelines and ethical principles related to these two overlapping fields be implemented in the ethics review process? Following my introduction and problem statement in Chapter 1, I devoted Chapters 2 and 3 to an overview of my supporting questions to set the scene for Environmental and Biosafety Research Ethics. In Chapter 4, I turned to my main research question with a discussion of national and international declarations, frameworks and legislation and an investigation of principles in the different research areas to get a picture of applicable principles that can guide EBRECs. -/- The main finding of my thesis is that due to the complexity of EBR, different categories of principles could be the solution for EBRECs. I elaborate on this in Chapter 5, my concluding chapter, in which I also propose a list of core principles that can serve as an accessible and easy-to-use guide for EBRECs in their decision-making. In this proposal, I cluster different kinds of principles in terms of four categories: 1. Principles as a Moral Concept 2. Principles as a Social Concept 3. Principles as a Legal Concept 4. This paper assesses the state of research ethics in low- and middle-income countries and the achievements of the Fogarty International Center's bioethics training program since 2000. The vision of FIC for the next decade of research ethics education is encapsulated in four proposed goals: (1) Ensure sufficient expertise in ethics review by having someone with long-term training on every high-workload REC; (2) Develop LMIC capacity to conduct original research on critical ethical issues by supporting doctoral and postdoctoral training and career (...) paths for research ethicists; (3) Make research training and review at LMIC institutions sustainable by identifying additional funding mechanisms and models; (4) Make institutional research systems more ethical and efficient through context-specific training integrated into all levels of scientific training.
